A. GENERAL PROVISIONS OF TMORO - VEP
After a long time, viewing the fact that in our political scene there is no political power that is clearly oriented to market economy, a necessity for prosperity and development of our fatherland, it is normal for a political program to emerge that will be directed towards a quick and efficient organization of the market economy.
Till now the political parties were not precise with their orientation - pure demagogy. A ruthless battle for power was on, followed with a division of spoils. Hence all the party's abuses of the election process, battles for all or nothing - battle for extermination. It is very concerning that in this game both the Macedonian right and left parties have joined forced, if this right and left division exists at all under our circumstances.
How to change such a matrix? How to change the essence of political organization from pure demagogy - power at all costs to its primary goal achieving good standards.
Naturally right wing parties, represent the interests of greater number of European citizens. The right wing political parties for their primary goal have the guarantee of private ownership, favorable business conditions and as a consequence a good standard of living for the people.
Neglecting the development of political thought and traditional values, Macedonian right and left political leaders did not care to stop the process of economic downfall and with that the destruction of moral values. Without vision, goals and mutual values, the political elite in these 15 years of transition conspired social development i.e. economic transition without devoting adequate attention to the moral transition, and the social cohesion of society. The elite closed in itself, in its personal and group egoism. The role of the leftist parties was devastating, they were not asked to prefer equality, but also not to stimulate inequality. If they could not bring it down they should had it minimized.
The political elite attempted, through legislation and institutional forms, to construct instruments for protection of crime and corruption, but failed to do so because evil entered their high ranks. Society atrophied also due to closing the circulation of money and capital outside of the "Family". This dangerous circle, which is hermetically closed, remained un-propulsive for the true human, intellectual and patriotic potential, which is undoubtedly in Macedonia's possession.
It is known that the egoism of the group, the "Family" produces no alternative even for more democratic societies then ours. The attempt to make a balance between individual and collective responsibility failed. That is why we have clear social atrophy. Corruption eats the inside of Macedonian overall substance. There are no laws to end this situation and there is no political will with the ruling political parties who are government partners
The notion is that new hope is in the new political subjects, in the new political organization and its new essence. Of course not entrance at all costs in the so called political center. Our firm belief is that there is no hope for pure demagogy, but there is hope in the right wing political parties. All we have to do is implement a system that already functions perfectly in the strongest economies. Not in quantity, but in quality, expressed in the standard of the citizen.
Our strongest motive for change of this negative situation lies in the fact it is already alarming and each delay endangers the very existence of our state - Republic of Macedonia. Here are some of the indicators screaming alarm and prompt action:
- 60% of the population is with below average salary 12.000 MKD;
- 54% of the income by the population is used for food;
- 600.000 citizens are in the zone of great poverty, with $ 2.5 US expenses per diem.
Coming from these facts and unfavorable conditions we can not make peace with the process of constant breach of the Constitution and no guarantees for private property. For example: frozen foreign currency assets, pyramidal organizations - TAT and others. We are convinced that this creates dis-balance between labor and capital. The capital is in constant dependency of the good will of a normal functioning government, which in this case is corrupted. The capital is constantly being marginalized and labor becomes worthless.
The possibilities to engage the unemployed are minimal. They are directly socially endangered. Those who have, under various occasions, left work remain with a one-way ticket - out on the street.
Arriving from these conditions, as a party of the right, we will fight to guarantee capital and private ownership, we will counter the present reality in it manifestation of lawlessness and chaos as a product of all up-today's governments.
TMORO-VEP with its appearance on the Macedonian political scene will promote new principles of political activity and new access in solving political and economic issues of crucial importance for the state and society. In the essence of its activity will be the traditional values of Capital and Labor: equality, freedom, solidarity, democracy and justice.
The new hope from TMORO - VEP comes from the new people, new experiences and new principles.
Our new personnel policy will open the doors to people with potential individual capabilities and personal responsibilities, at the same time capable for team and collective activity. The renewed market economy and the new political organization, expressed through the activity of TMORO - VEP do not recognize borders and limitations by age, gender, social, religious and national basis. The new individual personalities, different from what we've seen up to-date in its new political organization and decision, will mean the right to own opinion - different opinion, to insist to be accepted through prior argumentation. Some call it fraction, but it is better to have fractions than closed, autocratic or sultan-parties.
The final activities in foundation of TMORO-VEP coincided in time with the internal activities in the country, its activities in the EU bodies, the Macedonian -Euro accession, the received EU positive opinion and EU candidate status.
The commencement of negotiations depends solely from us, of our readiness and speed of implementing reforms. We believe that the European authorities are objective in the evaluations. Brussels has rightfully recommended: progress exists, but so do certain incapacities in administration, related to administrative incapacity of the courts, as well as non-functioning of the market economy.
TMORO- VEP will give active and constructive contribution in surpassing such weaknesses and resolution of services, that will shorten the path to our accession - through the EU candidate status and latter a full membership of the EU.
TMORO-VEP regarding international relations, especially the cooperation with our neighboring countries, will lead a proactive politics, based on mutual benefit and reciprocity, as a firm principle in international participation.
TMORO-VEP will hold firm that Republic of Macedonia with its capacities, should lead an especially proactive policy in resolution of the final status of Kosovo. Our starting position is indivisible Kosovo without the possibility to join another state. Democratization and European perspective are our mutual perspectives for all countries and peoples of the region and further.
TMORO-VEP in realizing its program goals will equally support itself on and unite all categories of the population, putting the citizen with its rights and obligations in the center of its activity. The citizen, without own fault, in these transitional years, became lost and thrown on the margins of life.
TMORO-VEP with equal attention and care will address all Macedonians by birth, regardless if they live in the country or abroad. Their enormous experience in the developed democratic world, especially their managerial capabilities acquired in functional market economy are welcome and are invaluable and helpful in the development of economy and building of Macedonian democratic society. To all present and former citizens of the Republic of Macedonia, TMORO-VEP will give a chance to influence the social processes of the country; do build it, constructing a feeling of belonging towards their own mother country, and to their heirs.
The elections and the new election legislation represent an important preoccupation for the TMORO-VEP membership. We must convince the citizens that there is a political will for fair and democratic elections, that there is a consensus for the need of electoral legislation, according to the recommendations of OSCE. The elections are not just an internal issue. They are a test for the Macedonian accession in the European Union. It is not by accident, that all public statements of European authorities and institutions are focused on the elections. They tell us that there is nothing more important to us than fair and democratic elections, that the eyes of Europe are focused on Macedonia for the elections.
TMORO-VEP membership will obey the requests from Brussels, which mean democratic process and fair elections that will finally present the Republic of Macedonia as a country with European spirit.
oalition for TMORO-VEP for the moment is not an issue. TMORO-VEP is a new political subject. Demonstrates new politics in the Macedonian scene and must present its power independently in the elections as a multi-partisan contest. The coalition will follow afterwards, when certain political structures will accept the political platform of TMORO-VEP. TMORO-VEP has a clear position that it will go to a coalition, above all with the most similar political subject to itself. But only on a clear political basis, which should be similar to the one of TMORO-VEP.
TMORO-VEP will support a strong affirmation of democratic processes, with open and continuous support for the media, non-governmental organizations and other institutions and instruments that construct and raise the public opinion of the society.
TMORO-VEP considers the media one of the values and pillars of democratization of the country, its predecessors and creators. Without them there is no democratic public and civil society. That is why we give them strong support in their efforts for protection of their profession and respect.
We oppose every type of branding of the media. The government does not have the right to blame the media for its omissions and scandals. The media is there solely to approve everything from the government, to present that everything from the government is normal and not record the weaknesses and scandals of the government. The media must be the wanted corrector and to be supported and endorsed as such.
B. PRIMARY AIMS OF THE POLITICAL ORGANIZAITON
The basic program aims of TMORO-VEP are:
- TMORO-VEP will aim to build a strong and honest state of Macedonia with radical reconstruction.
- Not one citizen of our state will be above the law.
- Final change of the system born from communism and all its derivates.
- Final end to the transition as a created term.
- Urgent organization of the law.
- Stop to crime, bribery and corruption.
- Enhancing and application of sanctions to all who break the law and the constitution of the Republic of Macedonia.
- Expropriation of property of all criminals proven to be acquired with dishonesty.
- Strong support for capital for its unrestricted investment and flourishing.
- State guarantee for all financial transactions.
- Reform of the legal system by example of the legal system in Germany.
- Reform and organization of the agricultural production and agro-industry by example of Greece.
- New strategy and aims of our diplomacy with strong propaganda in the interest of opening new markets for our domestic product.
- Abolishing customs and homologations for automobiles and motor vehicles and all the restrictions for their import. .
- Guarantee of peace and security of each honest and loyal citizen of Macedonia.
- Well paid police, having no place for the least of corruption and dishonesty supported with fierce sanctions.
- Small but strong modern professional army.
- Urgent elections of laws that will equalize us with the EU legislation.
- In consultation and cooperation with our friends from the European states in the first six months after the elections a series of necessary legislation will be introduced by our representatives in parliament to equalize our legislation with the EU legislation, knowing that such activity is enormous given the fact the numbers of laws needed to be enacted.
C. FIRM POLITICAL PRINCIPLES
TMORO-VEP on the political arena will promote new principles of political activity and a new approach in solving political and economic issues of importance to the state and society. Its organizational structure and program positions will use the experience of the modern European democracies.
TMORO-VEP will cooperate, on the basis of reciprocity, with related and other political parties in the Republic of Macedonia, as well as related political parties in Europe and worldwide.
The actions of TMORO-VEP will be based on the democratic principles and respect of individual positions. These are guaranteed principles by the Statute of TMORO-VEP. We don't understand democracy as a procedure, yet as a dynamical process that balances opposite interests and softens social conflicts.
TMORO-VEP will build new connections between the citizens and politicians, conscious that the future of modern and functional politics can be carried only by politicians trusted by the citizens.
TMORO-VEP will provide greater citizen participation in the activity of the party, stimulating different views.
In TMORO-VEP especially the closer leaderships, will promote a type of research center, or workshop, unlike military headquarters. We are convinced that the future of political parties, in general, rests on the development of debate, dialogue, and critical understanding of issues, where the citizens will be able to assist in the determination of national priorities. Not the politicians or an expert to tell them what is good and what is bad for them.
The organization structure remains open in the framework of partisan activity, through councils, commissions, sections, and other forms of actions. Sympathetic citizens and supporters that are not members of TMORO-VEP will have their own participation.
The method of solving issues will contain political and expert components, as a true manner of acknowledging and surpassing the problems.
On the Macedonian political arena, TMORO-VEP will introduce new functional activities similar to those in its organization. The commission type organization of TMORO-VEP provides in the taking and establishing positions for issues of the party's activity, for individuals to participate, experts in their fields, that do not have to be members of TMORO-VEP, if in such a manner the conclusions and the positions of the Operational headquarters and the National committee as well as of the other bodies can be executed.
The commissions will function on all levels on the territorial organization. Their activity will be regulated with a separate act.
With the new organizational structure and partisan activity, a propulsion of candidates with emphasized individual qualities also capable for collective activity as its personnel policy will be promoted.
Members of leading bodies from all levels of the organization must be persons of all ages, social, ethnic and education profiles.
TMORO-VEP before each election: local, parliamentary and presidential, will organize a prior internal party check of all its candidates, in order to reach the most qualified and most acceptable individuals for the electorate.
TMORO-VEP, in relation to other parties, will apply democratic methods and means, for mutual respect and understanding, cooperation and assistance in fulfilling the basic human rights and freedoms, and realization of the strategic interest of the country. We are convinced that a party that does not have a ruling democracy in the long term can not come to power nor remain in power.
* Protection of cultural and historic inheritance:
- TMORO-VEP will dedicate special attention and care in the nursing of the Macedonian national identity and culture.
- With legislation will protect and renovate all symbols of national culture and history of the Macedonian nation, creating history atlases from which the world will be presented our cultural values.
D. BASIC INTERPARTY PRINCIPLES
TMORO-VEP, with its internal party positions will promote new modern principles of action:
- Enabling the members to freely express and separate their own opinion. As opposing to to-date activity of the remaining political subjects in the Republic of Macedonia, the members of TMORO-VEP will have the right to separate their opinion for certain issues and to insist the others to accept it after prior arguing. Should they fail as individuals to win their own opinion the members of TMORO-VEP will have the right to insist on their own sympathizers and inter party support for a specific issue;
- Gender, national and confessional equality of the membership;
- Unrestricted participation of all members in the party's activity;
- Respect, tolerance towards differences in opinions and positions, creating a culture of compromise - consensus. Only this way we can build trust and mutual understanding;
- Activity in the framework of established procedures in the decision making process;
- Submission of reports on a regular basis by the leadership of the party to the bodies, membership and sympathizers.
